As a pioneer of the requisition, demolition and resettlement project caused by Phase 3 of Guangzhou Baiyun International Airport, Pingxi Resettlement Area of Huashan Town is an aberration from the traditional concept of "resettlement"; instead, it aims at the needs of residents, try to raise the Resettlement Area to a higher level in terms of high-endness, smartness, green and modernity, and create a model of "future community" with Lingnan characteristics that suits the construction of an international aviation metropolis, and eventually enable the people affected not only to resettle for life but to "enjoy life".

"Put people first and make their dreams come true of living in peace and contentment" Taking the Pingxi Resettlement Area as an experiment, Guangzhou is trying to solve the housing problem of urban population of registered households and imported talents, and exploring a new model of driving urban development through construction of major facilities. By a pilot project that aims to blaze a path, the Pingxi Resettlement Area Project also studies the approach of embedding development of affordable housing in the Resettlement Area, trying with concentrated forces to realize synthetic effect of combining urban renewal with affordable housing, and form a new reality of livable life, beautiful community and efficient governance for the benefit of new citizens, young people and other groups.

A look at the map of Huadu will reveal the unique geographic location advantages of Pingxi Resettlement Area. Being close both to the urban center of Huadu and to Guangzhou Baiyun International Airport, its good accessibility makes it very suitable to build as a modern basic unit of common prosperity and a happy and beautiful home for the people.

Huashan Town and Guangzhou Airport Construction Investment Group, employer of the project, have joined hands to implement the "1+3+9" concept in the whole process of planning, construction and management. 1 center - putting the people's yearning for a better life at the center; 3 value system - a three-dimensional value system consisting of "humanism, ecology and digitalization"; and 9 future scenarios - an integrated system of innovation covering nine scenarios: future neighborhood, education, health, entrepreneurship, construction, transportation, low-carbon, service and governance.

According to introduction, the Resettlement Area project has a construction investment of about 8.833 billion yuan, a planned total land area of about 604,300 square meters, and a planned total floor area of about 1.1564 million square meters, and all community supporting facilities will be delivered and 20,000 residents will move in by 2025.

Openness, sharing and mutual help

In traditional resettlement areas, villagers would wash their feet and go upstairs to live in their houses, bidding farewell to the neighborhood space with easily accessible sky and earth and connected small roads, and to the open and interactive lifestyle of the neighborhood. In the Pingxi Resettlement Area, nine elements of the future neighborhood are created with ingenuity and grouped into three sections, including the "Neighborhood · Space Impression", which consists of urban cultural park, open community, and neighborhood public space, the "Neighborhood · Humanistic Core", which consists of neighborhood convention acceptance, neighborhood cultural revival, and neighborhood spiritual identification, and the "Neighborhood · Interactive Path", which consists of reward point mechanism in which "everyone contributes" , neighborhood points redeemed for services, and neighborhood one-stop comprehensive services.

The nine elements build from three dimensions, that is, space, humanity and interaction, an open, shared and mutually helpful neighborhood culture, which not only pays attention to the preservation and inheritance of historical memory, but also introduces new community culture, creating a neighborhood space of multi-form service and communication for a better life shared by community residents.

The cultural vein of a region lies in education. Pingxi, a village of a history over 600 years, has a profound historical and cultural heritage. After in-depth research on the protection and inheritance of historical and cultural heritage, the project employer has formulated a design plan for the protection of historical and cultural buildings in the region, trying to realize the development and utilization of historical buildings by integrating a variety of elements without compromising their original historical features.

Shuzizhuang in Pingxi Village is one of the 91 traditional villages of Guangzhou. The group of 3-partition-and-two-wing residential buildings in the middle has been renovated in light of the architectural characteristics and converted into the "Six Arts Academy" functional area of No. 6 Middle School Huadu Campus. Its revitalization and utilization as an art study and research base of the complete middle school embodies No. 6 Middle School's education philosophy of "mind, body, virtue and talent". Siming West School is a historical and cultural site protected at city level of Guangzhou; the fact that it is the product of combining Chinese and Western architecture is evident in its courtyard and veranda. It is now revitalized and utilized as an exhibition hall of Shuzizhuang and a school club activity center.

According to the planning of future education scenarios, the Resettlement Area will have full-coverage kindergartens, high-quality basic education, and happiness schooling for all ages.

Transportation and mobility

Unimpeded flow of people, cars and goods

As the saying goes, roads lead to wealth. The same is true for the traffic in communities, where smooth traffic of people, cars, and goods challenge the wisdom of the designer. The Pingxi Resettlement Area has built 5-minute, 10-minute, and 30-minute mobility circles to allow unimpeded "people" movement and achieve full coverage of accessible non-motorized transportation. The community now has already 1 bus terminal, and 4 bus stops for mobility of residents.

Unimpeded car movement. Parking space resources are coordinated to achieve the goal of 5-minute pick-up and parking; the supply of new energy vehicle charging facilities in the community is improved, and room has been reserved for the construction of intelligent vehicle infrastructure cooperative system. Unimpeded goods movement. Smart data technology is used to integrate community courier delivery, retail and catering distribution to achieve the goal of delivering goods to households in 30-minute, and create a "community as one family" smart logistics service integration system.

Management services

Zero distance to high-quality life

Focusing on the 24-hour living needs of community residents, Pingxi Resettlement Area is creating a future service scenario of "zero distance to high-quality life". The "platform + housekeeper" property service model based on smart platform provides value-added property services such as housing value-added services and O2O services in addition to basic property services; quality life service providers are introduced and a mechanism for the selection and cultivation of community commercial service providers is established; a security network is created and digital identity management is promoted; and the digital platform make possible zero-delay early warning and emergency rescue.

Relying on the community digital lean management platform, efforts are made to build a future governance scenario of "government guidance, resident autonomy, and platform digital governance" that is driven by party building. A data-driven management and decision-making model is created and integrated into Guangzhou's overall smart city structure to provide reliable data for smart governance; and community governance mechanisms are established and improved, and a joint mediation mechanism is created by joining force with community social organizations and volunteer teams.
